Using the Data Loader against an MS Access table will generate the following error
Unable to start a transaction: [ ] [ ] Attribute cannot be set now.
if you have set Options > Commit Options to either Once finished or Every nn rows
This is because MS Access does not fully support transactions. Reset the Commit options to Commit > Every Row.
